A Human Rights Act for Queensland?

The ABC's Big Ideas program looks at whether Queensland needs a Human Rights Act.  

Queensland is considering the introduction of a Human Rights Act. Those in favour of proposal point to the state having no upper house of parliament to review government legislation, and a chequered history when it comes to protecting the rights of its citizens. Would a statutory human rights charter prevent incursions on individual rights?
